Aransas County is one of the 14 designated coastal counties, so windstorm and hail generally comes off the homeowners policy and is written through the Texas Windstorm Insurance Association or a private carrier that still takes coastal wind. In Rockport and Fulton, the private appetite is thinner than it is inland, which makes TWIA eligibility — and the certification behind it — the whole ballgame.

Post-Harvey rebuilds and re-roofs must carry the WPI-8 certificate of compliance. Work done in the rush of 2017 and 2018, sometimes by out-of-area crews, is exactly where the certificates went missing. If you bought a Rockport property after 2017, confirm the WPI-8s exist rather than assuming.

What Harvey taught about the wind-versus-water line

Harvey produced both catastrophic wind and significant surge along Aransas Bay and Copano Bay. Claims that went badly were usually the ones where wind and flood coverage sat with different companies, with mismatched deductibles, and the owner had no documentation of pre-storm condition. Claims that went well had photos, a current inventory, and an agent making both calls.

Practical step, unrelated to price: photograph your roof, elevations and interiors once a year, and keep receipts for any roof or window work in the same folder as the WPI-8.

Short-term rentals and second homes are underwritten differently

A large share of Rockport property is second homes and vacation rentals. A homeowners policy on a property you rent by the night can be void at claim time — that exposure needs a landlord or short-term-rental form, plus liability that contemplates guests. Vacancy provisions matter too: many policies restrict coverage after 30 or 60 days unoccupied, which is a real risk on the off-season Coastal Bend.
